The EU is home to a world-class science base and many strong and diverse health biotech clusters comprising, among others, researchers, entrepreneurs, incubators, science parks, SMEs and lager companies. Yet, this strength in science and innovation is not translating into commercial scale. The effect is visible in the numbers: the EU accounts for a small portion of global biotech investment, and its firms attract only a fraction of the venture capital raised by their US counterparts.
The Biotech Act, proposed by the European Commission in December 2025, stresses the need to strengthen Europe's health biotech and biomanufacturing sector, including by helping these clusters grow, attract capital and better connect to one another and to the EU innovation ecosystem, in order to compete globally. In the lead-up to its adoption, the Commission and relevant stakeholders are building momentum and bringing together the actors who will turn the vision of the Biotech Act into reality – this conference is part of that effort.
The goal is to achieve the economies of scale necessary to rapidly bring cutting-edge health biotech products to market and to patients.
Focus areas
This conference will bring Europe’s biotech clusters together to forge and strengthen cross-border partnerships, develop concrete ideas for future collaborations, and help shape the proposed EU Health Biotech Support Network. The aim is to connect expertise, infrastructure and investment across Europe so that promising innovations can scale faster and reach patients sooner.
Programme
The programme will include keynotes from high-level European Commission and Bavarian regional representatives, setting the framework for cross-border collaboration and input from the people working on Europe's biotech clusters on the ground, including researchers, entrepreneurs, incubators and science park leaders. The core agenda combines:
- Plenary sessions, where European and regional stakeholders address shared challenges and concrete opportunities for cross-border collaboration that the Biotech Act will foster
- Technical breakout sessions, where experts co-create the foundations of the proposed EU Health Biotech Support Network and develop frameworks for future (high impact) health biotech strategic projects
- A dedicated exhibition area for stakeholder matchmaking
