The Finnish Supervisory Agency has published a new guide on the delivery of alcoholic beverages as well as a guide for educational institutions on the organisation of alcohol passport and alcohol delivery passport tests. Guides on retail trade, serving, and marketing have also been updated.
The new, published and updated guides are related to the amendments approved by the Parliament this summer that concern the remote selling, delivery, and marketing of alcoholic beverages, among other things. The amendments will enter into force in stages, and the first ones have been in force since 3 July 2026.
The guide on the delivery of alcoholic beverages compiles the key provisions of the Alcohol Act and the regulations issued under it concerning the delivery of alcoholic beverages. The guide is meant for business operators, deliverers of alcoholic beverages, and educational institutions. It also functions as the learning material for alcohol delivery passport tests.
The alcohol delivery licence application process will begin later
Applications for alcohol delivery licences can be submitted no earlier than four months after the act enters into force, i.e. 3 November 2026. Traders will be informed separately in the autumn when the application process begins.
The delivery of alcoholic beverages based on a granted delivery licence can only commence after a six-month transition period, i.e. 3 January 2027.
